2002 windstar 3.8 L Code p0401

2002 windstar 3.8 L Code p0401

I have been getting a low EGR Flow code PO401 now for almost a year. I have changed the EGR valve and the DPFE sensor, but the engine light will not stay off. Is there anything else that I can do to fix this?
