Yes water/meth is more of a cooling agent with some power adding with higher percentages of methanol. Propane is a power adder and mileage gainer. But be warned if you get greedy on how much PP you add you can destroy your engine pretty fast with something called detonation. where the PP will ignite before the fuel is injected and before the piston is at top dead center and will cause high cylinder pressure which in worst case ventilates the block via a connecting rod out the side.
thats not to say that the kits being sold are not safe but there is potential for damage in all cases. buy a quality kit that doesn't claim huge HP gains and you should be safe.
