Question Bronco Closed Crankcase System

I have a 1992 bronco with a 351 and I have not used it in a while, i'm trying to get it back together but it doesnt seem to run right. If I remember correctly while the truck was running if I removed the oil fill cap there was suction. If I remove it now there's nothing. The truck has a fluctuating idle and I was thinking this might be the problem. I would appreciate any info on this. Thank you.

PCV valve stuck?

The pcv valve works fine.

do all the basics if its just been sitting for awhile and that includes replacing the pcv. tune up, oil change and tranny service along with fuel filter change. you might even run some seafoam thru it

I did all the basics, it really seems like a vacuum problem to me. Should I have a vacuum suction through the oil fill because I don't. Thanks
