I wonder if you have an air leak in the fuel line. If the pump is sucking air it will whine and also make the truck lack in power because of air in the lines. I would replace the feed line from the tank to the pump with a new line and hose clamps. The o-rings in the fuel fitings have been known to leak. I have already done mine to be safe!!! Good luck!!

Before you drop the tank again I'd disconnect the fuel line from the back of the pump and fill a gallon bucket with fuel. Then clamp on a rubber hose to the fuel pump and dip the other end in the bucket. See if that eliminates your noise. If it does work your way backwards, but my guess is a clogged screen in the pick up line inside the tank.
