Removing paint

I have a truck the someone "customized" by using black spray paint on the hood.Its a thin coat,and I can see through it in spots,especially when wet.The paint underneath appears good.What would be the best way to remove it?I've thought about rubbing compound,comet cleanser,or such stuff.

Try some laquer thinner on a spot & see what happens....

maybe you could try color sanding to remove the thin laying of black paint. do you know if there is clear under the black.
