the air acturator motor has fire to it when the knob is trun it does nothing so it must be bad?

We need a little more information here. What model, year, engine, transmission, mileage, and does the truck have EATC?

are you talking about the heater core blower motor with 4 speeds? you have 12 volts to the motor and it will not run? check if it has a ground back to the battery/
