302 Freeze Plug Question

302 Freeze Plug Question
I'm rebuilding the 302 in my 80 F-150 & noticed in the freeze plug kit there's a small rubber plug included (about 1/4 inch diameter). Anyone know where this plug goes? I've looked on the block, but can't find a location for it.
The package listed it as a block plug kit for ford small blocks (260, 289, 302, 351W). Is it just that my block doesn't use the rubber plug?

On edit: Some distributors had a small plug in the bottom or side, but I've never seen one in a 302 FP kit.
