2. Tank Full = no problems
3. Tank 1/4 or less full and problems
If I am driving and come to a stop, the truck drops rpms and then stalls. If I stop slowly, the truck will buck and cough, and if I hit the gas immediately, it starts to stall but then surges and goes fine.
If I am on the highway driving, it doesn't sputter at all. If I have a full tank, not 1 time does it stall or try to stall. I changed the fuel filter and that didn't help.
I'm thinking it's the fuel pump, but I did change that about 1 year ago when I had another problem.
Yes, it idles fine. Excellent as long as I am sitting still. I changed the IAC less than a year ago also with a Genuine Ford IAC. I don't think it's the IAC because it only does it on deceleration when the tank has 1/4 tank or less of gas. Also, if I am at highway speeds and let off the gas, and then press back on the pedal again, it stumbles for a bit and then accelerates normally.
If I keep the tank above 1/4 Full, it NEVER gives me a stumble or even a hint of idling low. Also, I never have a problem with stalling while just sitting. But I did notice that if I drive down a hill, it is worse. The fuel pump is near the rear of the tank, so that is why I thought it was the fuel pump again. When I come to a stop, the fuel sloshes to the front of the vehicle, and then when I take off, the fuel pump needs to prime itself again before accelerating????????????

it almost sounds like the fuel pick up inside the tank it's only picking up fuel when it's a certain level. I don't know if something can be restricting the pick up at certain level or not
Do you have a fuel pressure gauge you can get a pressure reading at the fuel rail ? Should see 45-55 psi there at the rail schrader valve.
When was the last time the fuel filter was replaced ?
You may have a slightly bent float arm indicating you have more fuel than you have in the tank. I had a fuel pump shipped to me, not well packaged and the float arm was bent, just enough to indicate 1/4 tank when I ran out. Carried a 5 gallon fuel can to verify and it ran out just below 1/4 on the gauge.
