Emissions problem- running rich

If you have a stock tune with an unmodified truck, it's very easy to get readings like that. It's the guys that put in big injectors that have a greater chance of failing.
All we do here in WA is a throttle snap test with an opacity meter. They are looking for that black puff of smoke before the turbo spools up.
That will probably change pretty soon as we just adopted California's emission standards.
