The main reason for shimming the fpr is that the spring in there can get weak over time resulting in low pressure. If it is low then sticking a bb in there will bring it back up. Somebody correct me if I'm wrong but ideally you want it to be around 70 psi. If your pressure is down in the 50's or worse it needs it.
It has been used as supporting/performance mod up around 80+ psi but that is not recommended unless you really know what you're doing. Very simple to do. Takes about 10 minutes.
