The main reason for shimming the fpr is that the spring in there can get weak over time resulting in low pressure. If it is low then sticking a bb in there will bring it back up. Somebody correct me if I'm wrong but ideally you want it to be around 70 psi. If your pressure is down in the 50's or worse it needs it.
It has been used as supporting/performance mod up around 80+ psi but that is not recommended unless you really know what you're doing. Very simple to do. Takes about 10 minutes.

Ryan Bean (Bean Diesel Performance) recommends no more than 65 PSI. If it is lower there than that shim it to get it close to that.
10bands is right if your pressures are low. I would say lower than 60 I would shim it shooting for 65-70 as ideal.
