02 F250, X-cab, LB, 4x4. Pull 12000 lb 5th wheel. Only 35000 miles on truck. Been towing trailer with this truck for 3 years.
Recently, while towing the trailer, when I hit the brakes firmly, even at very low speed, the whole rig oscillates (surges?) until it stops. If I start braking gradually, then increase the brake pressure, it doesn't happen. It happens even when the electrical connector to the trailer is disconnected, ruling out an interaction with the trailer brakes. Does not happen with empty truck. I checked out all the bolts on the in-bed hitch, etc to be sure the hitch itself isn't slipping back and forth. Have air bags on rear and varied pressure from 5 to 40 pounds with no change. I'm concluding that the rear shocks are shot, perhaps caused by a sudden emergency stop I made last summer.
Anyone have a different explanation I could follow up on?

I'd pull one of them out (it is easy to do) and check it for action...should be stiff in both directions.
Did that. Seems sort of stiff, and there is an internal spring which pushs the shock to full length. There is a gurgling noise as the shock slowly extends to full length.
