AC Problem

AC Problem
It seems this issue is different than others I have found here.
I have a 99 Expy 2WD 5.4 engine. When I put the AC on cool it blows air (cabin temp or slightly cooler). When I put the AC setting to hot it will blow very hot air.
On regular vent setting it does the same. Today I went and listened and saw that when the AC is on, the AC pump that runs off the serpentine belt will run for 4-5 seconds, stop for 2-3 and then repeat the cycle. Is this normal?
I could hear a clicking sound when it engages under the glovebox. I punched it and it stopped.
I live in southern Ontario so in the summer it is nice to have the air but at least the heat works for the winter months.
