no no you have it all wrong. IT's CA31, his axle complies with California's absurdly strict axle emissions part 31 which states "All drive axle vent tube/s shall be filtered and then routed to the catalytic emissions system where in if any oily vapor shall be burned throughly as to have no negative affect on the moods/feelings of the whiney liberals".
