broken muffler

broken muffler
so i got into my truck the other day shut the door and heard a strange clanking sound, sounded like it was a loose exhaust hanger or something. Didnt think much of it for a day till it got louder and more frequent. So i crawled under to check it out...and low and behold i find this...
what the heck man! hows it even crack in that location!? i mean i do my fair share, well ok i do more than my fair share of offroading, but of all the things on the truck to break its my muffler weld? was this a result of crappy welding?? i dont jump the truck, i dont hammer it, i have fun in it!!...at least its not super expensive. so....my question is since i live in southern california, and i have to get smog checks, is it possible to like...weld the cracks to fix them? or do i need an entire new muffler? Although the pics are hard to see, the crack goes like 90% of the way around the pipe at the weld to the muffler AND the muffler itself is cracked not cool....not cool...
