Crank No Start

I have 2002 F350 SD 7.3l federal emmissions truck that won't start after sitting overnight. This is what has been done/checked so far:
-replaced cps(cam sensor) with new style sensor.
-checked for voltage across glow plug relay (checked out good)
-replaced one battery (other one tested out good)
-Pulled left valve cover and checked UVC wiring
-checked fuel filter (appeared to be new)
-scanned for codes (none)
-checked for fuel heater problems (fuse okay)
The vehicle will start after numerous attemts and seems to sporadically fire.Wts light does come on
When it does start it romps and misses really bad and has no power. After it runs a while it will clear up , run fine and restart everytime.
unfortunatley this is a vehicle our dealership (independent) took in on trade and I don't have much history on it.
Any help would be graetlt appreciated.

Check the oil level in the HPOP reservoir before you try to crank it. if it is more that 3/4" - 1" from the top it is draining overnight. Look to the anti drainback check valve in the top of the block. they can get debis in them and stick open causing that.

The Hpop level is approx 3/4" from top of resevoir.

Pull right VC and check for loose connections, also check (on both sides) the connectors on the outside of the VC and make sure they are tight.

And even though it is simple, change oil and filter and make sure it is the correct grade and viscosity. 14qts 15w-40 or 5w-30 (depending on your climate) Delo or Rotella, or which ever Synthetic you may choose. Since the injectors use the oil to fire, if it is not the correct weight or grade, or if it is old then it may not be providing the hydraulic power needed.
