My '08 Lariat with 20" wheels came with a steel 18" Continental 33. The tires on the truck are Goodyear 34s. I looked under all of them, that's how they come. That's what the window sticker says, for '08s anyway.

I don't think it's reasonable to assume the service manager and the tech were in on the "theft" together. But it is reasonable to give his employee the benefit of the doubt after a trained police officer has interviewed the tech. In the unlikely event the spare was stolen (or aftermarket stereo, personal items etc) from your drive way, the insurance company would require the same proof it was part of the truck and I don't think it should be any different from the dealers point of view.
