Gas Mileage Problem
I have replaced all plugs, plug wires, cap and rotar with no change to the mileage. It also seems to be down on power.
Any ideas where to look next? Was thinking possible EGR valve or catylitic converter.

A fouled air filter, or fuel filter can make you take a hit in the mileage department. It might not be a bad idea to check your timing as well. If you're not pinging under load currently, try advancing the timing 2-3 degrees.
There's no reason you should be getting less than 10mpgs...unless you're turning 38" tires or have a blower.
I average 16 if I'm nice to it, and can get up to 18 on the highway.
If your cat pooped on you, it should rattle inside. The "honeycomb" section shears loose from the housing and obstructs exhaust flow one of two ways...either it lodges itself sideways or rattles and bangs around. Most of the time you will see (or hear) the latter. There's not much to that device.
