Define "more". I'm willing to bet that most of your "cheap horsepower upgrades" aren't going to net you what you would like to see. For any real leap in numbers your going to have to do a little more grease monkey stuff in order to get it done. For any type of chip, your looking maybe about a 20% increase over stock in the highest setting(I would imagine). What is your primary purpose with your truck, there are some stuff that could help you for instance with towing(such as changing your gearing). Maybe some of the other 5.4 guys help you out, but from what I know about the gas engines, it takes a little more to get some good hp numbers over stock then just the usual three mods(tuner(chip), intake, and exhaust). Now if your just looking for a little bump then the usual 3 might do you right, but if your looking for some good numbers, I believe your going to have to look at a supercharger and/or injection.
most of the cheap stuff is done except headers and programmer. looking to upgrade gears nt sure what to go with. evevually I want to put a 4 or 6 inch lift and run 35's or 37's w/ no problem.

Ok with a lift you should re-gear to help with that, 4.10's might be sufficient, but I would go with 4.30s. If your going to do the lift, you are going to lose some stock horsepower with that extra weight that your truck is going to have and if you aren't happy with the hp your getting now, your not going to be all that ecstatic with it after the lift. I don't know how much people actually lose as far as horsepower goes with the corresponding lift, but I would think it would be significant, maybe enough that even a chip(tuner) wouldn't be able to bring you back to stock numbers after the lift. In my opinion, if your not happy with the stock numbers now and your wanting to do a lift and get quite a bit more pep from it, I would be looking at more of the significant horsepower enhancers(supercharger, injection, bigger injectors etc...). Lifts are a killer of horsepower(and an even bigger killer of mpg), now granted I'm not all that familiar with the gas burners, but from what I know that seems to be what options you have. If it was me, I would look at supercharger and/or bigger injectors to get a good boost of power, I'm a little leary still of injection systems even though I was looking at propane for a bit, I'm still just a little leary of them. If your just adiment against the supercharger, look into the injectors and see what they would do for you, I just don't honestly see a chip by itself helping you all that much.
