computer reset?

i've heard and read about taking certain fuses out of the main engine fuse box for a few secs to reset the computer..first of all, is this true and/or safe? second, will this take away or reset the rev and speed limiter? was lookin into buyin a chip but saw something on resetting so i figured i try and save money first?

Resetting your computer won't do anything that a chip does. You can reset it by removing the negative battery terminal for 20 minutes. Resetting it merely sets the computer back to the factory defaults.... in other words, it'll drive stock.
