I just bought a used 99 f250 w/ 7.3. I have had it about a month and now it is making a loud howling when under load with the pedal heavy down. The howel is only under heavy accelleration. I was guessing that it might be loosing boost and I check the clamps. Any Ideas??
If it is the fan clutch engaging that is a good thing. It helps keep temps down. Check for blown IC boots first. From the turbo you will see a hunk of steel with boots coming out of it. Look at those boots and see if they are still attached to all the pipes and follow the pipes to the Intercooler and be sure they are connected there also.

This sound is not good in any way. I checked the boots ( i didn't remove them but felt them and didn't find any tears ).
I know this might be really basic, but could it just be turbo noise on a unfamiliar vehicle? Even stockers sound different to most folks for the first time. Does the truck run well by your standards?
I think it's your fan clutch kicking in. I've noticed the same thing when the outside temperature is up, I live in the desert and it'll come on even when I'm empty. It sounds like a Cessna or Helo doing a low pass! Just look at your engine temp gauge to see if it's above your normal reading when the howling starts and then see if the temp goes down.
Wow, I am soo happy to have found this board. All of you were so helpful. The solution: it was indeed a boot. The clamps that were on on of the boots forward of the turbo had two very loose clamps. Just dangling around. I am betting that it was the used car lot that was responsable. I tightened them and checked all of the other clamps and tightened as needed. Went out and ran the truck hard in every way possible and NO NOISE. A plus was that I was loosing boost I think because it runs like a beast now. I put in the bullydog 6 position chip and was impressed, but now I am still smiling. Smoked the 38 16 16.5 Superswamper TSL's. Nice.
I also have a loud whistling sound from the engine when climbing a hill or under a little strain, but doesn't do it all the time. It seems to only do it when it gets hot out side or the engine has been running for a while. I think the boots may have a hole in it that opens when it gets hot.
Thinking about replacing the intercooler boots and was wondering where is the best place to get them?
Cause I don't want to buy anything from the dealership.
