Flaws in paint?

I'm looking at a 2003 F-250 with a Paint code of F1, vermillion red water base with clear. Anyway I've been around auto body a lot I've done a little myself and can usually tell if a vehicle has had paint work done to it. But this truck on the very top (crew cab) has a place that is about 1-1/2" long on the side of one of the roof ribs that looks like a thread or some type of bristle or something has been pulled out of the paint. I've ran a check and all checked out 9 don't mean a lot sometimes) Also I've looked the truck over and unable to see any signs of it been painted on. I also have looked at another truck my employer owns with the same paint code, and on the bottoms of the front fenders just above the head light were the fenders come to a point, I've found what looks to be were a excess of paint came off with a little bubble look around the edge, I know it has factory paint was bought new and delivered to us. Anyway the spot has a similar look around it as does the one on top of the truck I'm looking at. Is this possible a factory flaw in mine?
