I am an expert in computer programming but I know nothing of ECU's and engine tuning. I also know there is a serial port in my dad's Ford 350 but that is it. Is there someone who can hook me up to another programer or atleast give some or links to freeware or demoware programs that I could hook a notebook to the truck with.

That's not a serial port, at least not in the sort of way that you can plug a standard serial cable to it. There is hardware to program it with a laptop for EEC-IV computers (1994, and some 1995 and older).
This is not the type of thing you ought to fool with unless you know what you're doing. You can easily put a hole in a piston or burn an exhaust valve if you get the air/fuel ratio wrong or cause transmission damage.
