Could also be a fuse or relay, but the shift motor is more than likey the culprit! Just pull the fuse to disengage until you have it fixed, that worked for mine.
I had that same problem, and found that my vacuum control lines down to the front axle were destroyed by the battery and leaking acid. Ford had routed the plastic vacuum lines from the vacuum relay on the fire wall, down under the battery tray, up to the front and down the frame and then over to the hub motor. I had re-routed the plastic lines and added chunks of rubber line to make up the difference. Been working great now for several years.
