Surging 302

My friend has a 1995, 302 F-150 and when you pull up to a red light it surges, so bad it will some times die. We have done tune ups, replaced the TPS twice and checked everything we can think to check. Any ideas from the experts in here?

Check your fuel pressure regulator. I believe you should have 40 or so lbs at the fuel rail. Thats with the key on engine off. And only slightly less with engine running. No expert here!
