Funny Idle

Sometimes my 95 F250 with EFI 460 will idle at 2k rpm's or in that neighborhood. It's not consistent at all, and it always takes a while to decelerate, like 5 seconds to go from 2k to 600 RPM's with no load. It runs find otherwise. What could this be.
