Coolant in Manifold?

Coolant in Manifold?
I'm new to this site, i'm trying to help my friend with his f250 351. I've never worked on a ford before. Anyway there was coolant dripping from below the throttle body, so i took it off. I looked inside the manifold and there is about 1/4 inch of coolant just sitting in the bottom of the manifold. How would this happen? How could coolant get all the way up into the manifold? At first i was thinking a head gasket but with the engine running the coolant would stay at the bottom of the intake manifold. Thanks in advance for any help!

There is a coolant inlet to the throttle body that goes into the top from the radiator, and returns to the lower intake manifold from the bottom. If you are going to work on the throttle body or intake, you need to drain the coolant. At least to below the thermostat...

this is an 88 f250. I am aware that that coolant runs through the TB. I disconnected the lines and nothing came out of the throttle body when i took it out. when you look into the manifold there is coolant sitting in the bottom.
