That's not factory, that's someones "fix." The drip rails should have nothing in them. If they were full of some sort of sealer, it would defeat their purpose. Those drip rails did not come with the roof, but could be purchased by themselves. If you want to see factory filler, look at the side of the roof panel and above the rear window where the seams are...that's factory filler.
There was no epoxy around in the 1960's. If anything..it's either "Green Stuff" aka bondo in a tube, or dum dum. Green Stuff is used by body shops to fill minor imperfections in sheet metal. Dum dum was used to waterproof something. Dum dum is about as long and looks like licorice sticks in its original form, but doesn't taste the same.
Both Green Stuff and dum dum can be purchased from an automotive paint supply store...where body shops buy paint and supplies.
