No trailer running lights

No trailer running lights
Hello,
'04 SCrew- no towing package, but do have factory 4 prong plug.
I have a test lamp on my 4 prong plug, but don't have power to my running lights. The left and right blinkers work as they should. owners manual shows fuses for both l and r blinkers on the trailer, and shows a relay for the running lights. Ford calls it trailer parking lamp relay, I assume were talking about the same thing. Have swapped a couple relays, so I know they are good also.
Now what?? Am I missing a fuse somewhere?? bad wire somewhere?? anything else??

there is a relay that needs to be plugged in to the fuse box. i remeber that i had to do it. it supplies power to the trailer....i dont remember if running lights are included in it, but i needed to put it in to get all the power back to my trailer. it was in the same bag as my connector for my brake controller was. but since you dont have the tow package i dont know. i am guessing it is that relay you need.

The flat four way so be plug-n-go, no relay required.
It could there be a short in the wiring somewhere...
