If the valve is sticking part way open that could do it too. I was only thinking back to when I had my 390 heads done. They put in the hardened exhaust valve seats, but they were all over the place in terms of height! I can safely say a non-adjustable valvetrain would have been a disaster with those heads like that.
Also, IIRC the FE requires a bit more valve to guide clearance than other motors. Perhaps the shop where the heads were done left 'em a bit too tight and that is causing sticking? Maybe also causing a bent pushrod? I had this happen too...

Just for _-_-_ 's and giggles lay a straight edge across the valves tips with the rocker assembly off if you find yourself in a position to do so.. Are all the tips at least close in height ? If that one is way low tap the valve tip with a hammer (be careful-wear goggles) and see it it frees it.
