Dang, it passed!
I discovered that the state would pay the first $500 in repairs, and/or buy it from me for $1000. You have to be poor to get this deal, but that seemed fair as it was the State that made me poor!
I intended to make them pay for repairs, and then sell it to them. I was going to enjoy taking the pig to the crushers!
But, for the first time in the 7 years I have owned it, it passed smog first pass. Sure screwed up my thinking!
Now I am going to have to run it another 2 years . . . . the sweet darling!
btw, anyone have a set of bucket seats they want to sell? - the captain's chairs that were part of the original conversion are all broke down, and the upgraded upholstery has rotted.

I found the application check list (last link) the most helpful.
The main points are that the car can be any year, but has to fail smog check. Income has to be less than 23K for a single, 30K for married filing joint returns. The vehicle has to have been yours and licensed to operate in California for the past 2 years.
You have to apply and be approved - the program is first come, first served, and ends for the year when they run out of money. The car also must run -IE, start and move on its own power, and have seats and some sort of lights working.
There are other requirements, it is a complex program. But it still is better than trying to sell an older vehicle.
