Thats gonna depend on whether or not you are using a gasket or not.
I recall 20 ft. lbs when using a gasket, but have always just snugged them down after the RTV has set up for about 10 to 15 minutes. I allow the RTV to just squeeze out, being carefull not to overtighten. The metal on metal contact is a sure bet that it will leak.
