without a restoration or an engine rebuild, it will be hard to get it shined up perfectly, but take it to the powerwasher, and give it a good wash (make sure the vacuum lines are all attached, and the water wont get inside the engine.) The valve covers and air cleaner can be painted, and it will probably look pretty nice.
well as you can see in the picture there are no lines going into the top of the air cleaner... I cant find them either... is that a problem? is that a need to get fixed thing?

Are you sure that you have a 400. In one of your other post about the vin tag NumbersDummy came up with a 351 2V. Something you may want to check. The senior guys here can explain better than I the difference and what to look for. Just thought you might check.
Good Luck AL
The best cleaning is done by steaming. If you know someone with a steamer then head over there. (maybe plastic bag the carb first)
If you remove parts temporarily like alternator, steering pump, etc, you could mask off other parts and spray Ford engine blue. Or, you could take your time and remove brackets and paint black, and just the block, heads, valve covers and intake could be painted blue like factory. Do it in several light coats vs. one heavy coat, or you will get sags in the paint.

well thats what the guy said it was... but i couldn't find any tags on it... the only numbers i found was on top of the engine where the air cleaner sits... it is

The exterior of the 351M/400 are identical.
Only way to verfiy which one is to measure the stroke of a piston.
Your engine should have a white sticker on the valve cover which will ID the engine as well.
well there was a blue sticker with 3 holes in it that peeled right off but that was blue and on the front of the valve cover on the drivers side.... then on the top of that same cover there is a remnant of a sticker but not much left of it.
Well, it doesn't make too much difference what size the engine is when all you are doing is cleaning it Only if you need to buy internal parts, like connecting rods, would the engine size be important. You can always tell people it is a 400 and nobody would know the difference until you tear it apart and measure the rod length. Happens all the time. I would buy a can or two of engine degreaser, and take it to one of those do it yourself spray car washes.
