In colder climates it prevents "wet stacking" or "slobber" due to cold engine/in-cylinder temperatures. It also decreases your engine warm up time.
Also if you have engine driven accessories such as a PTO or compressor the higher idle speed allows you to operate those components at the proper speed, although most folks prefer an AIC unit for that.
