Headlight and Windshield Wiper Issues

Headlight and Windshield Wiper Issues
I'm starting to have some issues with my headlight and windshield wiper and so far I've been unable to figure out the source of the problem and fix it so what better place to come than here.
My first issue is that my daytime running lights are flickering on and off. There is no particular time that this is happening. My thinks its a wire shorting out but doesn't know where to look for it.
My second issue is to do with my high/low beams. When I hit switch on the high beams nothing happens except for the running lights to go out which they're supposed to. When I hit the switch again for the low beams the headlights go out completely.
My last issue is with my rear windshield wiper and the washer fluid jet. Basically it only works sporadically. My dad has replaced the wiper motor thinking that was the problem but it persisted.
I have a '99 Explorer Sport with the OHV V6.
Any ideas or help will be greatly appreciated.
