The straps each create varied levels of friction thus enabling the user to: with a downward motion; palm rested on a flat surface to exercise his index finger for better trigger control. Or if your musically inclined to individually tone your fingers for playing various instruments including the accordian.

I'm guessing that it is to demonstrate the effects of friction. Possibly, you'd hang weights on the belt buckle until it moved. The smooth belt should move easier than the rough one.
It's just a guess. I'm a 46 model, and I've never seen anything like it.

I've revised my initial response...I actually think it's part of something bigger maybe used medically and that it is in just a carry case: ie. they are weights used on something else; hence the rings on the ends and the specific wt. of 12.5oz.???
