newbe needs help
I want to make my truck Fast, But I'm new to the 7.3 PSD. I already have the Exhaust, the chip, the Gauges, the tractor filter, but its not enough. What else can I do fairly cheap to help with the Performance?

A new chip will help a little, but nothing you will be impressed with. What will impress you is that it will shift better, sound better, run cooler and get better MPG... Look up www.elite-diesel.com or www.dp-tuner.com for two of the very best tuners in the market.
Your next step is going to get expensive. There are alot of little mods you can do that will help, but nothing more then a few HP... Zoodad, Fuel pressure shiming, Intake air heater delete, CCV mod, there are lots of others...
Injectors, dual Hpops, bigger turbos... those are going to be your next HP gains.

Look at the drivers side Exhaust manifold from under the truck. Or on the down pipe, just after the turbo.
See what happens if you take the red line from the wastegate (on the top back side of the turbo) unhook it from the turbo and plug it on to one of the bolt heads on the intercooler tubes. See if your boost goes up from there.
