Question 79 Pick-Up Roof Structure??

I have a 79 super cab that I am working on. I pulled the roof liner to fix some dents on the roof. There are two cross members that support the roof. One runs front to back in the middle of the cab that is the upper member. It is pretty flexible while the one that runs accross the cab is more structural, less flexible. The problem is that the cross member that runs side to side is approximately 1/4to 3/8" below the roof. Both cross members have what appears to be an adhesive material that would be between the crossmembers and the roof. Kind of like sound deadening material.

What I'm trying to figure out is if I need to jack the cross member going accross the cab up tight to the roof and then how do I keep it up there?

Does anyone have any experience or ideas.

Thanks

If what I'm picturing is right, you should be able to grind the sound deadening material off just enough to tack or stitch weld the pieces together, then recoat them.
