How come the little batteries (AA, C, etc) don't come with little battery test strips anymore? Energizer used to put them right on the side of the cell, and Duracell had a tester that was part of the packaging. Sure was nice when troubleshooting a small electronic device.
I had to dig out a multimeter to check some new batteries last night on one of those shower cleaner sprayers. I had two AA's right out of the package that were running only 1.0 volts (should be 1.5 V).

I believe those testers lowered the life span of the batteries with a tiny constant discharge. Yes, they do "contain all the juice" you just have to avoid the junk batteries. I've found that the energizer titanium ones are great for remote controls, hand held video games, etc. But even though they're expensive, the energizer Lithium batteries are unbelievable in high drain devices like digital cameras. Unbelievable battery life over any other one available. I don't know about rechargables though.
A multimeter does not test a battery with the proper load.
Test strips do not constantly drain the batteries. Test strips only draw current when the switches on the ends are pressed.
The test strips test under load, I have a box full of them from a machine that made them. I carry them on camping trips. Ambient temperature affects the reading slightly.
