It's on top of the tranny. It sticks out of the passenger side. You have two options:
1. Remove the passenger seat and center console. Strip the carpet back and remove the cover plate on the driveshaft hump (it's located where a stick shift would be). When you have the plate off, the modulator is easy to see, it has a piece of vacuum tube connected to it.
2. Remove the catalytic convertor, heat shields, etc. and do it by feel from under the truck.
Should be the same as my '92...Right side of tranny under a heat shield, just above, and approximately mid-way along the fluid pan, It's in a real tight spot. I've heard of some people gaining access through the floor under the front seat, but I haven't done this.

Another option is to bring it to a trusted tranny shop. I've seen posts on the forums that guys have had this done for $50-75. I did the floor method, took me forever (the idea of doing from under the truck looked ridiculous, I didn't want to take the chance of damaging the exhaust, and there's really no room to maneuver under there). If I had a local tranny shop that I trusted, I would have them do it in a heartbeat.

Definitely don't lose the pin. Plan on dropping it at least once (everything gets very slippery with all the ATF that will be coming out of the hole while you have the modulator out). It would be wise to have a spare ready ahead of time. Yes, it's a separate part (for some assinine reason, they don't come with the modulators).
Well i got it done finally,it wasn't as bad as i thought it would be. I tried to remove it from under the truck but that wasnt happening.So i did it from inside,just removed the passenger seat , then the carpet ,then the console ,took the lid of ,over the tranie and there it was.Not too much room to move so i got my grinder and cut a square out. Pulled the modulater out and the pin fell out on the ground ,found it and installed it in the new one and slipped it back on an tighted the bracket that holds it.Cut a peice of metel to fit the hole i made and riveted it in place and put the carpet back and then the seat .It took about an hour and a half to do.
