The the code and noise are unrelated.

The hissing noise you are hearing in the morning is the EBPV (exhaust backpressure valve). It's part of the cold air package and aids the truck in warm up. What it does is close off the exhaust just after the turbo, which puts a load on the engine. When the exhaust is closed off, you hear a hissing noise. Kinda sounds like a jet when you are standing behind the truck.

The wastegate code is due to a failing solenoid, or a loose wire on the solenoid. It's located on the spider intake. You'll see an electrical connection, along with red and green tubes (one leads to the intake tube, the other to the wastegate actuator). Check the connections to the solenoid. If the connections are good, you probably need a new one.
