Transmission Question

I feel like a goober asking this question, but I dont have much experience driving an automatic transmission. When my 00 Ex 7.3 is cold, it doesn't seem to want to shift into the last gear (when OD drops the RPMs down to 1500 at 55mph) the other gears seam to shift like normal. The colder (between 0 F and -25 F) it is in the morning, the longer it takes to shift. Usually no longer than 5 min of driving. Is this something that should be happening or is it signs of a problem?

If i'm not mistaken that is normal. The PCM tells the torque converter not to lock up until the tranny reaches a certain temperature.

That is normal. The torque converter won't lock until a certain temperature, as previously mentioned. It helps it warm up some by creating some slippage --> heat.
