Someone told me yesterday that if your vehicle is unlikely to pass an emissions test, just wait 'til your tank is half empty then fill it with Methanol. Car will run OK but it cuts the emissions drastically.

Methanol is kind of nasty stuff. Don't get any on ya. Might not be real friendly to your fuel lines and carb. See what it checks at before you take such drastic action.
Methanol is corrosive IF you use it for a long time. If you're just running a gallon of it mixed with 9 gallons of gasoline, I wouldn't worry about it.
However, pure rubbing alcohol is (stuff that's at least 90% ethanol) works just as well, without all the nasty side effects. Its enough to pass a car that barely fails, don't expect it to pass a vehicle that fails miserably and obviously needs repairs.
The only problem with E-85 is availability. Unless you're in the midwest, stations that actually have it are few and far-between. There are exactly 3 in Georgia right now, and all of them are over 100 miles from my doorstep.
