Liftgate rust?

Liftgate rust?
Guys, looking at buying a 2005 Expy and noticed 2 little areas of rust bubbles around the licsense plate area. Is this a common problem with Expys? It can be fixed pretty cheap, but its only an 05 and with this showing up already it brings back bad nightmares of my Bronco tailgates.

If you do a search for something like 'door and rust' you will find many posts on Ford pickups and SUV having rust issues, especially on the inside of the door bottom seams. On my 2000 NAV I was really disappointed with the bottom door seams rusting badly. Since I want to keep it for as long as possible I drilled holes in the doors and sprayed rust proofing into all the doors including the tail gate. From what I can tell it stopped the rust almost totally.
I have not noticed any around the license plate as you describe.
I was hoping Ford had fixed these issues but maybe they haven't. If you do buy it I'd recommend having it professionally rust proofed especially the doors or you can do it yourself for very little money.
