maybe an expanding rubber section of a brake line. have you tryed braded lines? this was the issue with my 93 f250, and i replaced the front calipers and powerbooster, the pedal would still drop to the floor, it was the driver side fron brakeline that crapped out and was expanding like a ballon in one spot when i pressed the brakes, i upgraded both fron lines to braded hoses that i got from a machine shop for 80 bucks for the pair.

have you checked the rear rubber line? how's the adjustment on the rears?
if you pump them enough you will show low vacuum also.

No vacuum will make a hard unresponsive pedal.
How new is the booster? If you installed it did you adjust the pushrod on the new one? Have you looked at your calipers? Or wheel cylinders? any leaks or weeps?

with the way you described that it sounds like you have a bad booster.
