My '95 is a bugger to start it has been since I bought it 2 months ago obviously as the temps dropped here in PA It has gotten worse I replaced the GPR and the glow plugs. If the truck is plugged in it is great if it is not any morning below 40F it takes 3-4 tries to start and it smokes like a forest fire. Is this normal? my dads '00 cummins fires up any time all the time and my buddies '97 PSD also starts up anytime all the time without plugging in. Thanks for any help

Are the GP's cycling. Look at your battery/volt meter in the dash. Does it swing way to the left/discharge? It should stay that way even after it fires.
Do you start the truck immediately after the wait to start light goes off? You should wait 45-60 seconds and then start it.
The voltmeter is doing the right thing and I have been trying different times as far as waiting to start usually I only wait about 20 secs after the light goes out I'll wait longer tomorrow morning thanks
Another thing you should be able to hear two "clicks" as the relays turn on. If not one of them could still be bad. Also check number 9 and 22 fuses under the hood. Pull them out to check them, don't just look at them while they are in the fuse box.

both relays? i dunno if yours is the same but mine only has one! (unless you count the starter relay)
i thought fuse 22 was the PCM and if it was blown the truck wont crank at all?!?!
Did you check the under valve cover wiring when you replaced the glow plugs? You may not have all of the glow plugs working.
The glow plugs will run for about two minutes before they turn off. You might try waiting longer before cranking until you get to the root cause of the problem.
It is white smoke with a very little bit of blue in it If I plug the truck in it starts on usually the first try but it has taken two tries a couple times it does run rough for a little bit and it does clear up I will watch the tach when I start it tomorrow thanks
If I were you I'd check the glowplugs with an ohmmeter. What kind of glowplugs did you put in the truck when you replaced them? The only glowplugs that work good and last in these trucks are the Motorcraft Beru glowplugs. Did you take a close careful look at the valve cover wiring connections? When they're burnt it is a very subtle thing that usually requires close, detailed inspection of each plug and each pin inside the plug. If you pull the four plugs and inspect them carefully and they look fine then you can use your ohmmeter to check each individual glowplug and see if it is good. This will also tell you if the wiring under the valve cover is good to each one.
