Hydraulic lifters

I have a 93' 351W in my Bronco and I am replacing the cam and lifters. The hydraulic lifters/cam are from comp cam. The lifters might have a problem. They do not move or compress like the hydraulic ones I just pulled out. So I opened one up and found oil substance it was clear like WD-40. I called Comp and they did not know what was in the bottom. So he asked around and came back on the phone and said its assembly fluid. It should come out when they are compressed. I put them in a vice to compress them and they are solid. I told him I removed the oil out of one and it worked like it should, he suggested I to the same to the other 15. This does not sound right. I need some suggestions.

How were you compressing them? The oil gets squirted out the hole in the top of the lift, so if you plugged that, it won't compress.

I first took one of my push rods in my hand and pushed straight down with no movement. Then I cut one of my old push rods and drilled a hole cross ways and put them in the vice. They do not budge.
