I think I remember reading that the Off Road Package included the steering stablizer.

My father-in-law does not have one on his early '99 4x4 w/ DRW but I have one on my '01 4x4 Off Road.

I have found out you can knock them off real easy if you high center the pickup in a two track road. Too bad the Ford design puts them in the first line of fire in a high center situation. You can also bend some other steering linkages because of the design.
