Sealing surface rust
The inner fenders, frame and such on my 48F-1 have a light coat of surface rust. Metal is solid, just surface rust through the original paint. Bare spots or new metal from body work or chassis fab I've covered with rattle can self etch primer. One guy at my local paint shop recommends Marhyde One Step rust converter on the rust, followed by epoxy primer, which he claims will seal the rust permanently. The other guy says just use epoxy over everything, that rust converters don't work and epoxy will seal out the moisture, and prevent the rust from spreading. The inner fenders will be finished with undercoat, and the frame will be painted body color with an industrial type coating for abrasion resistance. The body will be base/clear. The rust converter route seems to make the most sense to me, opinions?

What the other guy said about epoxy is somewhat true, it will help hold out some moisture but not all of it. One thing to remember is that paint is a porous product so keeping everything out is impossible. My personal recommendation would be to use POR-15 first, then go over that with the epoxy. POR-15 is amazing stuff and from personal use to all the reviews, I can tell you it's worth every penny.
