fuse/relay

the manual for a 02 explorer says a 30a fuse is for front /rear washer pump relays.my question is if the front works fine,can it still be that fuse?

no, it is something else.

maybe disconnected or low on water/fluid or frozen or calcium deposits in line or pump itself failed.
