Our trucks do not have a waste gated turbo. What it sounds like is that your EBPV (Exhaust Back Pressure Valve) is closing and staying closed. The purpose of the EBPV is to restrict the exhaust flow causing the engine to warm up faster. Most people just unplug it. It's a two wire connector under the intake side of the turbo, with a metal strap holding it in place.
tween your statement and the fact that the wind chill is bout -10f, put a slab of cardboard over 1/2 of the radiator to test a theory, bad t-stat, or just dam_cold.
t-stat is flaky, jerking open. slamming shut. per infra red thermometer and ebpv action. will change it this weekend for an oem t-stat. the card board made a big difference in driveability.

You will need to remove the turbo to gut the ebpv. Unplug it, much easier IMO.
No problem, if unplugging the ebpv doesn't solve your problem you may want to check your AP (accelerator Pedal). It's a potentiometer and may worn or broken that will cause dead spot.
